23MAY08: Natural England recently published The State of the Natural Environment 2008 Report.  Of particular interest is Chapter 4 ' Enjoying the Natural Environment' and the South West region page.  Be careful when accessing some of these documents on the Natural England website, as they are very large files. 02MAY08: The JLAF has submitted a response to Bath & North East Somerset Council regarding a planning application to create part of a route around Chew Valley Lake.  This follows the resolved support of the JLAF at previous meetings for such a route.

01MAY08: This may be of interest to JLAF members: "As part of the on going consultation process for the Water Related Recreation (WRR) Strategy for South West England we are emailing to inform you that copies of the draft strategic plan for WRR in South West England are now available for download from the project website www.brighton.ac.uk/waterrecreation. The plan has been prepared by the University of Brighton for a steering group comprising British Waterways, Environment Agency, Natural England, South West Regional Development Agency and Sport England. If you wish to comment on the draft plan you can download the consultation paper. 09APR08: The Public Rights of Way publication - Circular 2/93 has been revised, outlined by Defra on their website. The new publication is called 'Rights of Way Circular 1/08 - Guidance for Local Authorities'. Link to external website
09APR08: A legal change to Public Path Order processes has been introduced, through the "Public Rights of Way (Combined Orders) (England) Regulations 2008".  Further details are on the appropriate page on the Defra website. Link to external website
09APR08: To accompany the draft Marine Bill, Natural England has published an outline of the scheme which it will use to decide where the new coastal access rights will apply at the local level. This document, which must be approved by the Secretary of State, sets out the practical considerations which will be taken into account in respect of particular land types and land uses. Natural England intends to publish a first full draft of the scheme at the time that the Marine Bill is introduced into Parliament. Once the Bill receives Royal Assent, Natural England will finalise the document in consultation with key interests before submitting it to the Secretary of State. 31MAR08: A video statement from Cllr Mark Bradshaw (Executive Member for Access and Environment, Bristol City Council) regarding Rapid Transit.  This follows discussion at the JLAF meeting on the 7th March concerning proposals for a rapid transit guided bus route along part of the Bristol to Bath Railway Path. Routes other than the Bristol to Bath Railway Path will also be considered for a Rapid Transit Scheme. 31MAR08: News Item.  "We Did It! Cyclists Celebrating Saving Path".  The above statement reported on the Bristol Evening Post website, about a statement (above) from Bristol City Council pledging to also consider routes other than the Bristol to Bath Railway Path for a Rapid Transit Scheme.  Link to external website

17MAR08: Following the report (14MAR08 below) published by Natural England on the Discovering Lost Ways project, the Minister for Marine, Landscape & Rural Affairs, Jonathan Shaw, has stated that there is no current intention to introduce the '2026 cut off date' for recording public rights of way on definitive maps based on historic evidence. 14MAR08: This is the full Natural England report on the review of Discovering Lost Ways. Pages 18-19 provide the conclusions, the last of which is "we intend to withdraw from our programme of archive research".  Pages 15-17 might also be of interest, covering ideas for streamlining rights of way legislation.  Discovering Lost Ways was previously included at a Natural England board meeting, this was an item at the JLAF meeting of 7th March and has been widely reported in the press. 13FEB08: Natural England Board meeting, paper on Discovering Lost Ways (DLW).  This paper follows a consultation the JLAF responded to on 07NOV07 and sets out proposals to limit the scope of the project to providing an advice manual and advising on legislative changes, rather than continuing to research documentary evidence of public rights of way: "Natural England has reviewed the effectiveness of the DLW project to date and concluded that researching lost ways is extremely resource intensive. 20NOV07: B&NES Enterprise & Economic Development Overview & Scrutiny Panel 20th November 2007 (Minutes).  Following the letter sent to the Chairman of the panel below, the 3 JLAF Officers (Chairman, Vice Chairman and Deputy) attended this Panel, making a plea for tolerance and continuation of the year-long trial. The recommendation from the panel to the Cabinet member will be to endorse all the multi-user routes, except two, and there the trials should continue. "JLAF11a: An informal JLAF Training Day"

The formal JLAF meeting scheduled for the 2nd March 2007 was cancelled.  JLAF Members took the opportunity to have an informal meeting, where they reviewed the work of the JLAF and discussed matters about the future work of the JLAF.  This meeting was not a formal meeting of the JLAF in the terms of Regulations, therefore no formal advice was issued by the JLAF as a result of this meeting.
