The JLAF is a statutory body established by the three councils shown above, to provide advice as to the improvement of public access to land in the area of Bath & North East Somerset, Bristol City and South Gloucestershire for the purposes of open-air recreation and enjoyment of the area.  Its views do not necessarily represent those of the three councils.

JLAF Members

About Membership of the JLAF

There are 20 members of the Joint Local Access Forum. All of these members are appointed by the partnership councils together: the three councils of Bath & North East Somerset, Bristol City Council and South Gloucestershire Council.

Membership appointments are reviewed periodically and there are then opportunities for new applications to be considered.  You can submit an application at any time and it will be considered at the next recruitment, currently planned for spring 2009.

Apply to be a member of the JLAF

Eighteen  of the members of the JLAF are appointed as individuals, not as representatives of any organisations that they may belong to. However, they are appointed on the basis of how they represent three interests:

  • Users of access land and users of local rights of way,
  • Owners and occupiers of land or land crossed by rights of way
  • Any other interests especially relevant to the area (for example tourism, nature conservation, health and local business interests.

Appointments to the JLAF are made so that there is a balance of these interests within the membership.  

There are an additional three members of the JLAF who are also councillors, that is one councillor appointed by each of the three partnership councils. As the JLAF is an independent advisory body, this maintains a balance between the councils being represented, and the JLAF's independent status.

Periodically, members of the JLAF elect a Chair and a Vice Chair of the JLAF. Until the first JLAF meeting after the 30th June 2010, the Chairman is Ray Newbigin and the Vice Chairman is Robin Winfield.  The JLAF Members have also elected to have an informal post of Deputy Chairman and Ron Phelps was elected to this post for the same period.

Ray Newbigin

Chairman of the JLAF (Vice Chair 2003-04, 2004-05, 2005-06, Chairman NOV06-JUL08, JUL08-JUL10)

Keen to increase the demand for outdoor recreation and is now Chairman of the JLAF.

 

Robin Winfield

Vice Chairman of the JLAF (NOV06-JUL08, JUL08-JUL10)

Membership Category: Land management interests

Previously NFU Group Secretary and sat on the South Gloucestershire ROW Liaison Group and now Vice Chairman of the JLAF.

 

Ron Phelps

Deputy Chairman of the JLAF (NOV06-JUL08, JUL08-JUL10)

Membership Category: User interests

Avon Area Access Officer for the local Ramblers' Association and is now the Deputy Chairman of the JLAF.

 

Janine Averis

Membership Category: Land managing  interests

A landowner, keen horse rider and dog walker who wants quality, accessible routes away from roads.

 

Councillor Malcolm Bridge

Membership Category: Council representative

Nominated as a JLAF Member by South Gloucestershire Council.

 

Chris Bloor

Membership Category: User interests

A walker and runner, enthusiastic about leisure pedestrian routes and has published books of circular routes linking to the Community Forest Path. South Gloucestershire Local Correspondent to the Open Spaces Society.

 

Jill Britten

Membership Category: Land managing interests

Has farmed countryside on the southern edge of Bristol for 40 years, enjoys seeing responsible users and encourages the conservation of nature.

 

Councillor Chris Cray

Membership Category: Council representative

Nominated as a JLAF Member by Bath & North East Somerset Council.

 

Bill Dawson

Membership Category: User interests

Drives a pony and trap and participates in Driving for the Disabled.

 

Ann Fay

Membership Category: User interests

Is the local BHS Access and Bridleways Officer for South Gloucestershire and Bristol and works with people with disabilities.

 

Anna Ferguson

Membership Category: Other interests

Passionate about encouraging access to the outdoors for health and to socially excluded groups.  An interest in the conservation of amphibians and reptiles, and Chair of Avon Reptile and Amphibian Group.

 

Roger Fowler

Membership Category: User interests

User in most categories, landowner with Public Rights of Way on his land and a member of the TRF (Trail Riders Fellowship).

 

Peter Gould

Membership Category: User interests

Bristol Area Footpath Secretary for the Ramblers' Association and author of publications about exploring the countryside.

 

John Gunnery

Membership Category: Land managing interests

Landowner, farmer who provides Toll Rides for horses and member of the CLA.

 

Councillor Tim Kent

Membership Category: Council representative

Nominated as a JLAF Member by Bristol City Council.

 

Robert Killen

Membership Category: Land managing interests

A Chartered Surveyor and Land Agent for two estates in Gloucestershire and Worcestershire.

 

Colette Linehan

Membership Category: User interests

A regular commuting & leisure walker and cyclist who would like to make these activities more accessible: "many youngsters especially, do not have the freedom to explore their world that even my generation benefited from and I passionately believe that this is a trend that rapidly needs reversing".

 

Bernadette Macey

A volunteer Health Walk leader in Bath.  Enjoys walking for pleasure and to get around. 

 

Andrew Short

Membership Category: User interests

Active cyclist and walker.  Interested in promoting commuting and leisure cycling and related safety issues.

 

Adam Stratton

A farmer with land in the Forest of Avon and much of this land is in the Countryside Stewardship Scheme.

 

David Waterstone

The Chairman for the Avon Area of the Ramblers Association, active with the Cotswold AONB Voluntary Wardens

 

Margaret Wilson

Membership Category: Land managing interests

A farmer and founder member of the Chew Valley Recreational Trail Association.

 

Chris Hogg is the Secretary to the JLAF, employed by Bath & North East Somerset, Bristol City and South Gloucestershire Councils.
