The JLAF is a statutory body established by the three councils shown above, to provide advice as to the improvement of public access to land in the area of Bath & North East Somerset, Bristol City and South Gloucestershire for the purposes of open-air recreation and enjoyment of the area.  Its views do not necessarily represent those of the three councils.

An introduction to the JLAF

The Joint Local Access Forum for Bath & North East Somerset, Bristol City and South Gloucestershire (the "JLAF").

The JLAF has been established through a partnership between Bath & North East Somerset Council, Bristol City Council and South Gloucestershire Council to provide independent advice on matters associated with public access to land. These are the 'partnership councils'.

The JLAF has 21 voluntary members, that is, one Councillor from each authority involved and 18 other members with a variety of interests, including those of land managers and those of users. The JLAF was established in July 2003 following a duty set by the Countryside and Rights of Way Act 2000. This Act also contains provisions on Access Land and on Rights of Way Improvement Plans.

The JLAF provides advice to:

  • Bath & North East Somerset Council
  • Bristol City Council
  • South Gloucestershire Council
  • Natural England
  • and Others, for example the Department of Environment, Food and Rural Affairs…

… on Access Land, Rights of Way Improvement Plans and other matters associated with public access to land.
